Let-down rule

So while shooting this past weekend with a few of my buddies, we got to talking about the new let-down rule.. What constitutes a let-down? Is it when the archer comes to full draw and anchors? Is it when a archer is half-drawn and the arrow bounces off the blade of a rest? Just looking for some clarification...

IMHO you'd have to come to anchor. If the arrow falls off the rest when drawing I don't see how that could be called a let-down within the spirit of the rule.
But I also thought the Colts would make it to the play-offs, so what do I know.
